Paypals a b****

Recently I got my first debit card, and as a logical person, i released the only sensible way to send money is through paypal...But of course I'm under 18.  I decide to just try to make an account, and its going perfectly, until they ask for my social security number.  Now take into account this is after i made the account.  So i can either ask my parents for my social security number, like that wouldn't be suspicious (do i even have one?).  And lets just say i do have one, and my parents give it to me, wouldn't paypal realize that the date on the number is different than the date i gave them?  So anyways what i ended up doing is closing my account.  But one question, does anyone know if by closing your account, you can make a new one, with the same email in the future?  Thanks for any and all help I receive.

Does it really matter? Just make a new email address if you can't use the same one.

All American-born personnel have a SSN and Social Security account upon birth (you don't actually start paying into your account until you turn 18)

Paypal is a bank in Europe, I believe it operates in USA as a bank too?

Not really, it's more of a payment system here. A lot of American websites except payment through PayPal and people like to use that cause they don't have to risk providing credit card information.

So does it operate as a bank or as a credit card company in the US, and which regulations is it subject to?

I think it's more of a bank, where they issue out "debat cards" that take straight from the account, but I'm not 100% sure.

Mostly it is used like this. A secure why to transfer funds over the Internet. As you can make a payment without providing any type of data to the receiver that could be exploited, like credit card numbers or account numbers at a bank.
