When Thought Stalker leaves the battlefield, you may cast the exiled spell without paying its mana cost.

Love the flavor of the taxing and bureaucracy of Azorius, but WU definitely doesn't do land destruction. {Armageddon} is not really in white's color pie anymore. It's more red's job now. Maybe you could reflavor it for enchantments?
Yeah, they don't do land destruction, I just have no idea what to do with it otherwise. 😂
Maybe make it tap and not untap during its next untap step? That's well in WU.

Or perhaps not untap for as long as you control Zoning Laws

That costs one mana or less. If this was real you would see decks of 4 of thoses, a few tutors and the rest being counter spells.
