Because hexproof only prevents being TARGETED by spells and abilities. For spells like {merciless eviction} since they are no targets hexproof will not apply.

You still need cards in hand to make Tamiyo's emblem good. If you just have 3 lands it's not gonna do anything. That's why the undisputed champion of {omniscience} combos is {omniscience} + {enter the infinite} so you actually have spells to cast. Then Tamiyo is just cherry on top.
