No. He is rare in a set that is the most opened set ever, will continued to be opened for as long as it is in print for its fetchlands, has fringe applications in modern, and isn't even doing much in standard because many Jeskai decks have gone the tokens route. I think his cap is $3, but because of how low he is right now it wouldn't be a horrible idea to grab some in case something puts Jeskai and Rider over the top.

I think each new first set in each block gains that title. RTR then Theros then Knans....

I'm assuming he's talking about what he pays as a dealer. But I could be wrong too.
