In legacy it's a great cheap counter. And in a format of "unfair" decks that combo off in one turn a 2/2 flier is usually meaningless. But I know what you mean lol swan song shouldn't be $9 foil lol but legacy players love them foils

It's because of EDH.

Because if you play with certain people they use it to bury your commander. Which is super cheap IMO. My playgroup always has commanders go to the Command Zone instead of libraries.

IMO, tucking is legit, only way to keep some decks in line, like Zur.

Correct, as part of the miracle they have to draw the card, giving you a brief moment to clique it away.

Yes. Miracle is a triggered ability. In order to cast is as miracle, they have to show it immediately upon drawing and paying the cost. Then you can respond by "cliquing" it away.
From the rulings page for miracles: If the card with miracle leaves your hand before the triggered ability resolves, you won't be able to cast it using its miracle ability.
