Hello blue/green counter/turbo fog deck. Tutor, draw for it. Cast. Stalk for 5 turns with counters and fogs. I love it!
Just realized Narset can cheat this out anyway and let you win. Design is not 100% what I wanted it to do. (The card it inspired on had you pay 2000 life points, and have you win in 6 turns, just counting from there).
Glad you like the concept though.
It's easier just to pull it with {Bring to Light}.

The five life should be an additional cost to cast it. And even then, it would still have functional differences from Yugioh, since enchantment wipes can hit it and proliferate effects can speed up the clock.

I think the best way to get it to work would be to template it like {All Hallow's Eve}.

To elaborate:

The Final Countdown {0}

As an additional cost to cast ~, pay 5 life.

Exile ~ with twenty countdown counters on it.

At the beginning of each end step, if ~ is exiled with a countdown counter on it, remove a countdown counter from it. If there are no more countdown counters on it, put it into your graveyard and you win the game.

This makes it as close to its Yugioh incarnation as possible. You pay a quarter of your normal starting life total to cast it, and then you win after a total of twenty turns pass. I changed the trigger to the end step because that's when Final Countdown counts the turn in Yugioh. You also can't proliferate it because proliferate only affects permanents and players. {Clockspinning} and friends can't hit it because they rely on the card actually being suspended with suspend. The only ways to interact with it are {Pull from Eternity}, {Riftsweeper}, {Strionic Resonator} and {Mirror of Fate}.

Tx Brawler. It sure helps knowing the context of the card when making a substitute.
20 turns in magic is huge, so I think it needs less to be remotely playable.

Also remember Eldrazi processors can just rip it out of exile, making it a dead enchantment on the board.

Maybe remove the if exiled clause, give it shroud & a clause that states it keeps counters if it would change zones except for hand, graveyard & library?

Inspired by a movie I just saw for the umpteenth time:

Elsa's eruption. {2}{U}{U}{U}:

~ deals 1 damage to all creatures. Then tap each creature dealt damage this way and put a frost counter on it.
As long as these creatures have a frost counter, they gain: "at the beginning of your upkeep, put a frost counter on this creature."
"This creature gets -0/-X, where X is the number of frost counters on it"
And "this creature does not untap during your untap step"

The "No I can't" fragment just reminded me of {Chandra's ignition}, but reworked to ice means {U}. That included some changes like the keep it tapped. Yet I wanted to include the slowly turning to ice of Anna. Yet an act of love (removing the counters) will restore a frozen heart.
In effect it's pushing it for mono blue, since it mostly is a blue board wipe, though.
Adding {W} seems called for, if looking at the color pie.

The way I worded Final Countdown is likely already pushing how much text you can put on a Magic card and have it still be reasonably readable. That, IMHO, trumps having the card work exactly like it does in Yugioh.

That said, I might be able to make this work that way.

The Final Countdown {0}

As an additional cost to cast ~, pay 5 life.

You get an emblem with "At the beginning of the first cleanup step of each turn, put a countdown counter on this emblem" and "If there are twenty or more countdown counters on this emblem, you win the game."

Bam. Nothing can interact with emblems. I also changed the trigger to the cleanup step so turn-ending effects don't skip the trigger. This does require adding the "first cleanup step," because triggers that happen during the cleanup step cause a round of priority followed by an additional cleanup step. Now, the only thing that can screw with its functionality is Strionic Resonator.

I get that this is a joke card, but keep in mind that indestructible doesn't work very intuitively with planeswalkers. You can still put them to zero loyalty and they will die due to state-based actions.

Nice one. One question: is the creature supposed to come back and then battered, or during the exile?
