It's not played in storm. In vintage/legacy it is quite often the perfect answer for plays when you're in a counter war with your opponent. They don't have the mana or counters for three {Force Spike} on the stack.

Worse part is that it is (probably) too good for modern, so all reprints are going to come through supplements...
