Maybe, it really didn't do that well (only did so well because of draft), and the deck was helped by the fact that Pro Tour meta was very inbred.

Can someone explain {dark confident} to me? Why is it so valuable? Unless you {donate} it, seems like that would kill you for something that just lets you draw 2 cards

Basically card advantage is king. Sure it comes at a price, but normally having twice as many cards as your opponent will mean that you should kill them before bob kills you.

Modern and legacy generally run cards with low converted mana costs so it really doesn't hurt that often. Between lands, {Tarmogoyf}, {Abrupt Decay}, etc. you likely won't take more than 2, but it has fallen out favor recently in modern because Burn is very prevalent, {Siege Rhino} is great, {Murderous Cut} is great, and {Tasigur, Banana KIng} is great.

Now for the reason I stopped in: Commander's Arsenal {Sylvan Library}s were bought out up to $70

Okay, after seeing some sweet Anti-Abzan decks running 4 of this, 4x {Loxodon Smiter}, 4x {Kitchen Finks}, and 4x {Siege Rhino}, I think it might stay up where it is because it has an amazing traditional junk matchup.
