Durning standard I see them 10-15. Out of standard 5-6 they are still not bad

Maybe as budget alternative to shocks. But pain lands could just be better.

True, they fill different roles. The decks that had 4 shocks to fetch and 16 basics will likely be better off with the tango's. Those decks that only run a few basics are better off with the pain lands. If you don't need them for colored mana every turn that is..
In such a deck, the tango's would pretty much guild gates with more text.

{Storm World} spiked due to Black Vise hype. Again, it's a Legends card, so not a whole lot of stock has to be bought to spike prices hard, but I'd consider unloading if any of you have a copy lying around.
