I cracked him at Christmas time and have been hanging onto him since. I love his suite of abilities.

Is it that his abilities just really suit EDH because of the many artifacts being run that his price is so explosive, or is it that conspiracy as a set never really took off?

First part, and he's also not half bad in Legacy.

LSV has called him the best planeswalker in Vintage during VSL commentary.

It's actually more about his plus ability. Digs through your deck and Fuels {Dig Through Time} and {Treasure Cruise} or {Yawgmoth's Will}

I would disagree. Best 3 CMC walker in Vintage, probably. Best walker in Vintage?  {Tezzeret the Seeker}
